CeMAP 1 vs CeMAP 2 vs CeMAP 3: what each module involves

Everyone in the industry still talks about 'CeMAP 1, 2 and 3', and that's still how the qualification is registered — three modules — but since the September 2025 restructure the first two modules are two units each. The three-module mental model works fine; you just need to know how the names map. Here's the translation, what each exam actually involves, and the sensible order to take them.

CeMAP 1 = FRE1 + FRE2 (the regulation module)

The traditional 'CeMAP 1' — UK financial regulation — is now two units. FRE1 covers Industry, Regulation & Key Parties: the regulators, the legislation, the products and the players. FRE2 covers Skills, Principles & Ethical Behaviours: Consumer Duty, conduct rules, ethics and adviser skills. Both share the same format — 25 standalone questions plus 3 case studies of 5 linked questions each, 40 marks in 60 minutes — and both need 70% to pass. This is the module with the least to do with mortgages and the most raw memorisation, which is exactly why people underestimate it.

CeMAP 2 = MRT1 + MRT2 (the mortgage module)

The mortgage-specific content splits into two units. MRT1 — Mortgage Law, Practice & Application — is 50 standalone questions in 60 minutes, rolling the legal framework and the application process into one sitting, making it the densest paper in the qualification. MRT2 — Mortgage Products & Post-Completion — is 40 standalone questions in 60 minutes on product types, features, and everything that happens after completion: arrears, further advances, redemption. If you work in mortgages already, this is where your day job helps most; if you don't, it's where the syllabus starts feeling concrete rather than abstract.

CeMAP 3 = ASEW or ASSC (the case-study module)

Module 3 is the Assessment of Mortgage Advice Knowledge: six client case studies, ten linked questions each — 60 questions in 120 minutes, 70% to pass. It introduces almost no new material; instead it tests whether you can apply everything from the other four units to a realistic client scenario. That makes it a technique exam as much as a knowledge one. Two codes exist because of the legal differences: ASEW for England & Wales, ASSC for Scotland. You sit whichever matches your jurisdiction, never both. Older materials call this unit ASSM — that's the previous code for the same module.

Which is hardest?

Most candidates would say CeMAP 3, because it changes what's being tested: several answers are often technically true, and you must pick the most suitable one for that client. But 'CeMAP 1' quietly causes plenty of failures too — the regulation material is broad, dry and unfamiliar, and it's the module people are most tempted to skim. LIBF doesn't publish per-unit pass rates, so nobody can honestly rank them by numbers; anecdotally, the failures cluster where preparation was thinnest, which is usually regulation detail or case-study technique.

What order should you take them in?

• FRE1, then FRE2 — the regulation units are the foundation everything else refers back to, and they share enough material that sitting them close together pays off.
• MRT1, then MRT2 — law and application first, products and post-completion second, matching how the syllabus builds.
• CeMAP 3 last, always — it's a case-study assessment across the whole syllabus, so it assumes the other four units are already in your head.
