What is CeRER? The equity-release qualification after CeMAP

CeRER is the Certificate in Regulated Equity Release — the usual extra qualification a CeMAP-qualified mortgage adviser sits when they want to advise on lifetime mortgages and home reversion plans. CeMAP on its own is not enough. The FCA treats equity release as a specialist activity, and the licence-to-practise standard is this Level 3 certificate from LIBF (Walbrook Institute London).
What you actually sit
If you already hold CeMAP (or an equivalent Level 3 mortgage qualification), CeRER is two extra units — Module 4, coded EQRL. You are assessed at the end of each unit, online through Brightspace with remote invigilation, whenever you choose, inside a 12-month registration. There is nothing to book.

A strong score on one unit does not rescue a fail on the other. If you are unsuccessful in a unit, you resit that unit — a resit fee applies, and Walbrook limits attempts (three in a week, ten in any 12-month period). Older blogs that describe a single combined sitting with no unit-by-unit resit are not following the current specification.
FOER vs EQRS — what each one tests
FOER is the knowledge paper. Definitions (what a lifetime mortgage is, what a home reversion plan is, what a RIO is not), how the products work, the Equity Release Council's voluntary standards on top of MCOB, who seeks equity release, and how benefits, tax and later-life circumstances change the picture.
EQRS is the application paper. Three client scenarios, ten linked questions each. It asks whether you can pick a suitable later-life solution for this household — including when the right answer is downsizing, a retirement interest-only mortgage, using other assets, or doing nothing. That is the same discipline as CeMAP 3, pointed at later life.
What it costs, and how long it takes
- Walbrook registration is £275 at the time of writing, covering study materials and first exam entry for each unit. Fees change — check the current figure before you pay.
- Walbrook also sells specimen papers (£25 per unit or £40 as a bundle) and optional revision videos. Those are official extras, not a requirement.
- Typical study time is around six months; you have up to 12 months from registration.
- You can register throughout the year.
Do you need CeMAP first?
Walbrook will let you register for the two extra units as a stand-alone study. To be awarded CeRER, and to advise on equity release, you need CeMAP or an equivalent Level 3 mortgage qualification. If you have not finished CeMAP, finish it. The CeMAP papers are the place for that; FOER will not teach you FRE1.
What the exam rewards
- Product one-liners: a lifetime mortgage is a loan; home reversion is a sale; a RIO is a standard mortgage with monthly interest.
- The Equity Release Council is not a regulator. Its Standards 2.0 (NNEG, home-for-life, portability, physical face-to-face legal advice) sit on top of MCOB, and membership is voluntary.
- Means-tested benefits can be reduced or lost when cash comes out of the home. Attendance Allowance is not means-tested — mixing those two is a classic trap.
- EQRS will offer you the product that looks cheapest. The correct answer is the one that matches the client's stated need, after the alternatives in the scenario have been taken seriously.
